On July 6th, Communist China fired for the first time a long-range submarine-launched ballistic missile (SLBM) into international waters. The missile’s 7,300-kilometer trajectory reportedly sent a simulated warhead across part of the Philippines archipelago, landing ironically in the so-called “South Pacific Nuclear Free Zone.”

In the process, the PRC demonstrated that it has the ability to attack targets in the United States from within underwater bastions in China’s territorial waters.

This test, and the aggressive, comprehensive nuclear weapons development program of which is a part, constitute but the most recent evidence that the Chinese Communist Party believes it can wage and win a nuclear war. That reality has largely been ignored by successive U.S. administrations that took comfort from Beijing’s professed commitment to maintaining a minimal deterrent and its denunciation of other nuclear powers arms races.

Doing so required them, however, to ignore inconvenient facts like: the CCP’s professed willingness to sacrifice millions of its citizens going back to Mao’s time; the construction of a so-called “Underground Great Wall” with its 3,000 miles of hardened tunnels and other facilities; for as long as possible the construction of a massive array of silos for multiple-warheaded intercontinental-range ballistic missiles; and likely covert nuclear testing.

Matters have been made considerably worse by the intensifying exercising of simulated nuclear attacks and other collaboration between the nuclear forces of China and the immense and modern thermonuclear arsenal of its vassal state, Russia.

This CPDC webinar examines China’s actual nuclear capabilities and true intentions; the threat jointly posed by the Chinese and Russian thermonuclear programs; and what the United States must do now to shore up deterrence of both of those enemies.
