Secure Freedom Minute: Mitigating the “FrankenAI” Threat Requires Taking Down the CCP

Decades of hard experience with arms control are instructive in  assessing the prospects for proposals to have the United States and Communist China create bilateral mechanisms for managing risks arising from pell-mell and fraught advances in artificial intelligence. 

It’s seductive to believe that such arrangements are desirable since totalitarian regimes should have a shared interest in averting dangerous miscalculations or unchecked threatening developments. 

In practice, however, what consistently happened was when such regimes entered into accords limiting military capabilities, they cheated on their obligations, benefited from our unilaterally conforming to ours and exploited opportunities thus afforded to collect intelligence against us. 

Legitimate concerns about the rise of U.S.-generated “FrankenAI” argue for restraint on our part. But the only hope for actually mitigating the threat posed by China’s headlong pursuit of perilous artificial intelligence is the end of the Chinese Communist Party.
